Fire extinguishing equipment installed on a vessel must be maintained in accordance with industry standard and a pre-engineered fixed gas fire extinguishing system must be installed in accordance with the manufacturer's instructions. MI observed pre-engineered system without a current inspection sticker. 46 CFR 181.120(a), 46 CFR 181.420(a)(4) 60 c

A vessel on a rivers route must carry three hand red flare distress signals and three hand orange smoke distress signals. One of the following may be substituted for any of the hand orange smoke distress signals, a hand red flare distress signal. MI observed three hand red flares and two orange smoke signal, vessel needs to carry six distress signals. 46 CFR 180.68(b)(1), 46 CFR 180.68(b)(2), 46 CFR 180.68(c)(2) 60 c

Shutoff valves must be fitted in the fuel supply lines. MI observed remote fuel shutoffs to be not fully operational. 46 CFR 182.455(b)(4) 60 c

All fuel tanks must be electrically bonded to a common ground. MI observed broken grounding wire on fuel tank. 46 CFR 182.440(b)(4) 60 c

A vessel not required to have a power driven fire pump must have (03) 2.5 gallon fire buckets. MI observed (03) fire buckets that were not the required 2.5 gallon. 46 CFR 181.610 60 c

Each watertight bulkhead must be of sufficient strength to be capable of remaining water tight. MI observed a missing threaded watertight plug between bulkheads. 46 CFR 179.320(a) 60 c

Electrical equipment on a vessel must be installed and maintained to: prevent electrical ignition of flammable vapors. MI observed a LED light installed incorrectly in the fuel tank compartment. 46 CFR 183.200(d) 16 c

A fixed gas fire extinguishing system aboard a vessel must be approved by the Commandant, and be custom engineered to meet the requirements of this section unless the system meets the requirements of 181.420. MI discovered several small screw holes and approximately a 10 inch by 10 inch access plate not secured, which will allow extinguishing agent to escape the space in case of a fire. Repair access to ensure vapor and watertight integrity. 46CFR 181.410(a)

The area of the ventilation ducts must be sufficient to limit the air velocity to a max of 2,000 feet/minute. The two 4" exhaust fans have a rate of 235 cfm each which equals an air velocity over 2900 ft/min. Either the ducting needs to be increased to 4.65 inch diameter or more on both sides of the fans, or the fans must have speed adjuster controls installed near the console that can reduce the fan speeds to 2/3 of it's max speed. 46 CFR 182.460(f)

Where a flexible fill pipe section is necessary, suitable flexible tubing or hose having high resistance and the flexible section is a nonconductor of electricity, the metallic sections of the fill pipe separated thereby must be joined by a conductor for protection against generation of a static charge when filling with fuel. No grounding conductor installed. Install suitable grounding wire connecting the fill spout to the fuel tank to the satisfaction of the attending marine inspector. Fuel tank vent lines didn't have a grounding strap.

In systems and applications where flexible hoses are permitted to be clamped: Double hose clamping is required where practicable Fuel tank vent lines didn't have double hose clamps.

Where flexible nonmetallic hose is permitted for use in piping systems by this section, it must meet SAE J-1942 (incorporated by reference; see 46 CFR 175.600) or be specifically approved by the Commandant. Spec sheets need to be provided for fuel tank vent lines to verify that they meet the SAE J-1942 standards.

Provision must be made for closing all supply duct cowls or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. All closure devices must be readily available and mounted in the vicinity of the vent. Closures need to be installed at the ends of the gasoline tank compartment powered exhaust ventilation ducts.

For an enclosed space: (i) At least two natural ventilation supply ducts located at one end of the space and that extend to the lowest part of the space or to the bilge on each side of the space. (ii) A mechanical exhaust system consisting of at least two ventilation exhaust ducts located at the end of the space opposite from where the supply ducts are fitted, which extend to the lowest part of the bilge of the space on each side of the space, and which are led to one or more powered exhaust blowers. Ducting needs to be installed from the two natural ventilation supply vents and run to the lowest parts of the bilge on each side of the space. Ducting needs to be installed on the suction side of the powered exhaust blowers and run to the lowest parts of the bilge on each side of the space.

The area of the ventilation ducts must be sufficient to limit the air velocity to a maximum of 10 meters per second (2,000 feet per minute). A duct may be of any shape, provided that in no case will one cross sectional dimension exceed twice the other. Need to provide the brand and model number of the ducting exhaust fans to verify their specs and that it meets the reg.

A cable must not be spliced in a hazardous location.Bilge alarm/pump wiring splices in the gasoline fuel compartment need to be in an explosion proof junction box all wiring splices in this space must be in explosion proof junction boxes and to the satisfaction of the MI. 46 CFR 183.340(l)

Electrical equipment in spaces containing machinery powered by, or fuel tanks for, gasoline or other fuels having a flashpoint of 43.3 °C (110 °F) or lower must be explosion-proof or ignition-protected, or be part of an intrinsically safe system. Move 120v outlet box and plugged in battery charger out of the gasoline fuel tank space and to the satisfaction of the MI. 46 CFR 183.530(a)

The area of the ventilation ducts must be sufficient to limit the air velocity to a max of 2,000 ft/min. The two 1 inch diameter natural ventilation supply ducts to the gasoline tank space were smaller than the exhaust ducts when they should be the same size or larger. 46 CFR 182.460(f)

A supply duct must be provided at its intake opening with a cowl or scoop having a free area not less than twice the required duct area. When the cowl or scoop is screened, the mouth area must be increased to compensate for the area of the screen wire. For example, a 4.65 inch diameter round duct has an area of 16.98 square inches and would need a 6.57 inch diameter round cowl or larger. Also, a 4 inch diameter round duct has an area of 12.57 square inches and would need a 5.66 inch diameter round cowl or larger. 46 CFR 182.460(i)

Aft most WTB was found holed. Previously had equipment mounted using tap screws but has since been removed leaving the bulkhead holed. Make bulkhead watertight.

Port navigation light found inop. Repair prior to operations.

Four (04) type II non-commercial use life jackets found on board and being used for commerical operations. Replace those four with type I USCG approved life jackets.

The life ring was missing the quick disconnect clip on life ring float light. Found float light tied to the life ring.

Aft most void space was found with a in-operational bilge alarm unit. Replace with functioning bilge alarm.

Fixed firefighting system past servicing date. Provide proof of servicing to satisfaction of CG Marine Inspector.

Open penetration in FWD bow void allowing water ingress. Repair to satisfaction of CG Marine Inspector.

Vessel has 2 fire buckets onboard. Provide proof of required 3 buckets to satisfaction of CG Marine Inspector.

In normal position, Fireboy alarms and green light indicating system is charged do not turn on. Operation is no different when wire is disconnected. Prove proper operation to satisfaction of attending marine inspector prior to carrying passengers.

Replace oil discharge placard.

Post FCC station license and safety certificate

Post stability letter.

Post compass deviation table.

Replace packing in aft compartment.

Wrap all butt connectors with electrical tape.

Provide logs of safety drills and conduct M.O.B. drills in presence of Marine inspector.

Either replace lifejackets so all are of same type or provide donning placard for each type on board.

Repair crack in port forward towing extension to satisfaction of attending CG Marine Inspector.

Packing was missing between the operating station and the aft compartment. Packing was missing between the aft compartment to the twin gasoline outboard engines. The aft compartment has a pre-engineered fire extinguishing system, that is designed to protect it; due to missing packing the space is not properly protected. A vessel is inspected for compliance with the standards.

essel rep was unable to perform the system test for the pre-engineered fire extinguishing system per manufacturer's instructions. The visual indicator at the operating station indicating the device was in ready status was non-operational. The bottle for the pre- engineered system was not fully charged. All other vessels must undergo an inspection for certification as specified in §176.404.

Portable watertight containers for distress flares was not marked. Portable watertight containers for distress flares and smoke signals shall be clearly marked in legible contrasting letters“DISTRESS SIGNALS."

Vessel was missing one orange smoke signal. A vessel on a lakes, bays, and sounds, or rivers route must carry: Three hand orange smoke distress signals approved in accordance with §160.037 in subchapter Q of this chapter. Conduct repairs to the satisfaction of the attending CG marine inspector.

Aspirin was expired in first aid kit. A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions.
