Each life raft or group of life rafts shall be stowed with a float-free arrangement complying with the requirements of paragraph 4.1.6 of the Code so that each floats free and, if inflatable, inflates automatically when the ship sinks. PSCO observed the painter lines for the 02 life rafts connected to the cradle shackle and not the weak-link, preventing float free arrangement. 74 SOLAS (2020) III/13.4.2

Resolution: Class attended vessel and completed occasional survey, verifying correct arrangement of life-raft float free arrangment. In addition, verified lifesaving equipment instructions and training for crew on use. IMO Detention lifted at 2216 local time.

The company should establish procedures to ensure that the ship is maintained in conformity with the provisions of the relevant rules and regulations, and with any additional requirements which may be established by the company. PSCO identified the listed deficiencies as major non conformities that pose a serious threat to the safety of the crew and risk to the marine environment. An external audit is required to determine if the ship is operating in accordance with the ISM Code. 74 SOLAS (2020) IX/3.1; ISM Code 10.1 After discussion with CVC, it was determined that code 15 is the most accurate resolution code for this deficiency. The vessel will be permited to depart the Port of Savannah and an external audit will be conducted at the next port of call in Houston, Texas.

PSCO was provided with different versions of vessel documentation, specifically Vapor Emission Control System (VECS) and Procedures and Arrangement (P&A) Manual. An external audit is required to determine if the ship is operating in accordance with the ISM Code. 74 SOLAS (2020) IX/3.1; ISM Code 11.1 and 11.2
