The arrangement of the retroreflective material applied after March 11, 1996, must be as specified by IMO Resolution A.658(16). Vessel's life ring did not have retro tape. Add retro tape that wraps around the body of the life ring in four opposing sides per the IMO resolution.46CFR185.604(i)

A marine employer whose vessel is involved in a casualty or incident that is, or is likely to become, a serious marine incident as defined in § 4.03-2 of subchapter A of this chapter shall comply with the requirements of § 4.06 in subchapter A of this chapter. Vessel did not have proof of enrollment in an Drug and Alcohol testing program. Vessel had expired alcohol testing strips onboard. Provide proof of enrollment with a D and A consortium and provide new alcohol test strips. 46CFR182.212
