Main and auxiliary machinery essential for the propulsion and safety of the ship shall be provided with effective means for its operation and control.It was reported to the duty PSCO that the vessel experienced loss of propulsion while attempting to go astern and anchor in Baltimore Anchorage.

13102 - Auxiliary engine - The arrangements of the ship's main source of electrical power shall be such that the services referred to in regulation 40.1.1 can be maintained regardless of the speed and direction of rotation of the propulsion machinery or shafting. On 16AUG2020, vessel experienced a loss of power while navigating the Mississippi River. COTP Order 0361-20, dated 16AUG2020, was issued restricting vessel movement and requiring attendance of recognized classification society. COTP Order cleared based on NKK report dated 16AUG2020. 74SOLAS (14Cons) II-1/41.1.3 10c

Resolved 17 August 2020
Resolution: Received, reviewed, and accepted class report from NKK stating the deficiency was rectified. All six fuel pump plungers were replaced on the #3 generator and generator and main engine were satisfactorily tested in presence of surveyor.

THE PURPOSE OF THIS REGULATION IS TO LIMIT THE FIRE GROWTH POTENTIAL IN EVERY SPACE OF THE SHIP. FOR THIS PURPOSE, THE FOLLOWING FUNCTIONAL REQUIREMENTS SHALL BE MET. MEANS OF CONTROL FOR FLAMMABLE LIQUIDS IN THE SPACE SHALL BE PROVIDED. IN A VOID SPACE NEXT TO THE H.F.O. STORAGE TANK, PSCO OBSERVED MULTIPLE OPEN PAINT CANS AND BUCKETS ALONG WITH FILLED UNLABELED STORAGE CONTAINERS. THERE WAS NO FIRE DETECTION OR FIRE FIGHTING SYSTEMS IN THE SPACE. 74 SOLAS 14 II-2/ 5.1.2
