A duplicate set of fire control plans... shall be permanently stored in a prominently marked weathertight enclosure outside the deckhouse for the assistance of the shoreside firefighting personnel. The enclosure should be capable of being easily opened. Storage drums were secured directly in front of the port and starboard fire control plans, preventing easy access.
