The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its COI giving consideration to provisions for a seaworthy hull. MI received report of cracked welds in the railing following an allision with a foreign vessel, causing breach of watertight envelope. Repair to the satisfaction of the attending MI. 46CFR177.100

Each generator must have a nameplate attached to it containing the information required by Article 430 of NFPA 70. MI found the SSDG's name plate worn and unreadable. MI cannot determine whether overcurrent is set properly or the design temperature rating.

Each watertight bulkhead must be of sufficient strength to be capable of remaining watertight with a head of water to the top of the bulkhead. Wire penetrations in engine rm forward bulkhead on port side were not watertight.

Vessel did not have a valid radiotelephony certificate.
