OIL TANKERS, CHEMICAL TANKERS AND GAS CARRIERS CARRYING CARGOES HAVING A FLASHPOINT NOT EXCEEDING 60 DEGREES CELSIUS (CLOSED CUP TEST) SHALL CARRY, IN LIEU OF TOTALLY ENCLOSED LIFEBOATS COMPLYING WITH THE REQUIREMENTS OF SECTION 4.6 OF THE CODE, FIRE-PROTECTED LIFE BOATS COMPLYING WITH THE REQUIREMENTS OF SECTION 4.9 OF THE CODE. PSCO OBSERVED STARBOARD SIDE LIFEBOAT WITH AN AIR REGULATING VALVE THAT HAD A BLOWN GASKET PREVENTING THE CONTROLLED RELEASE OF AIR OVER 10 MINUTES. PSCO OBSERVED PORT SIDE LIFEBOAT WITH AN AIR CYLINDER HOSE THAT BLEW UPON OPENING OF THE AIR CYLINDER VALVE. THE LIFEBOAT AIR CYLINDERS WERE REPAIRED WHILE PSCO WAS ONBOARD. THE HOSE AND REGULATOR WERE ABLE TO HOLD AIR.
