While ships are operating within an emission control area (ECA) the sulfur content used on board ships shall not exceed .10%. The PSCO discovered that the vessel has been operating within the ECA since 12 Feb 2020 utilizing fuel oil that does not comply with the MARPOL ANNEX VI ECA sulfur limits.
Action required: 17 - Rectify deficiencies prior to departure

74 SOLAS (14) V/20.1 - 40 a/c - Code 1599 - To assist in casaulty investigations, ships when engaged an international voyages, subject to the provisions of regulation 1.4, shall be fitted with a voyage data recorder. Vessel reported the VDR was not receiving signals from the radio navigation equipment.
