Main and auxiliary machinery essential for the propulsion and safety of the ship shall be provided with effective means for its operation and control. PSCO received report that vessel experienced a M/E starting failure. 60ac 74 SOLAS (20) II-1/31.1

The machinery, boilers and other pressure vessels, associated piping systems and fittings shall be of a design and contructed adequate for the service for which they are intended and shall be so installed and protected as to reduce to a minimum any danger to persons on board, due regard being paid to moving parts, hot surfaces, and other hazards. PSCO observed leak in bottom of scrubber inspection port window. Bubbles and water was found along bead of sealant applied by the crew. Vessel shall not operate IG system until repaired and recieves class report attesting to proper repairs. 74 SOLAS II-I/26.1
