A submersible electric bilge pump may be used as a power bilge pump required by Table 182.520(a) only on a vessel of not more than 19.8 meters (65 feet) in length carrying not more than 49 passengers, other than a ferry, provided that: (1) The pump is listed by an independent laboratory as meeting the requirements in UL 1113. On-board fwd and aft bilge pumps are not UL1113 listed.

The owner, charterer, master or managing operator shall instruct each crew member, upon first being employed and prior to getting underway for the first time on a particular vessel and at least once every three months, as to the duties that the crew member is expected to perform in an emergency... New crew members have not completed familiarization and drills. 46CFR185.420 ***To be cleared by attending Marine Inspector***

In systems and applications where flexible hoses are permitted to be clamped:(1) Double hose clamping is required where practicable. Bilge flexible hoses have one clamp mounted at each end. 46CFR182.410(d)(1)

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level. Aft alarm is inoperable. 46CFR182.530(a)

At least one ring life buoy must be fitted with a lifeline. If more than one ring life buoy is carried, at least one must not have a lifeline attached. Each lifeline on a ring life buoy must:(2) Be of at least 18.3 meters (60 feet) in length. Life line is less than 60'. 46CFR180.70(c)

Except on a vessel limited to daytime operations, the compass must be illuminated. Compass light on-board is not illuminated. Restricted to daytime operations. 46CFR184.402(c)

The Certificate of Inspection and any SOLAS Certificates must be posted under glass or other suitable transparent material, such that all pages are visible. All pages of the COI are not displayed. 46CFR176.302

For fixed-gas fire extinguishing systems...The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. O/O could not provide servicing records for fixed gas suppression system. 46CFR176.810(b)(2)

Each ring life buoy on a vessel must: (1) Be approved in accordance with § 160.050 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.150. Top and bottom life buoy grab lines are deteriorating. 46CFR180.70(b)

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: (1) Charts of large enough scale to make safe navigation possible. Onboard charts are not current. 46CFR184.420(a)(1)

Marine employers shall establish programs for the chemical testing for dangerous drugs on a random basis of crewmembers on inspected vessels. Operator could not provide evidence of consortium enrollment. 46CFR 16.230(a)

The servicing facility must issue a certificate to the liferaft owner or owner's agent for each liferaft it services. Owner/operator did not have servicing certificate issued by the servicing facility. 46CFR160.151-57(p)

Ring life buoys. A vessel must carry one floating waterlight, unless it is limited to daytime operation, in which case no floating waterlight is required. (1) Each floating waterlight must be approved in accordance with § 161.010 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.110. (2) Each ring life buoy with a floating waterlight must have a lanyard of at least 910 millimeters (3 feet) in length, but not more than 1,830 millimeters (6 feet), securing the waterlight around the body of the ring life buoy. (3) Each floating waterlight installed after March 11, 1997, on a vessel carrying only one ring buoy, must be attached to the lanyard with a corrosion-resistant clip. The clip must have a strength of at least 22.7 kilograms (50 pounds), and allow the waterlight to be quickly disconnected from the ring life buoy. Vessels float light is not working repair or replace float light. 46 CFR 180.70

Life jacket placards. (a) Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers. Vessels lifejacket donning placard did not match the style type 1 PFD's that are onboard. Update donning placard to match type 1 PFDs that are onboard. 46 CFR 185.516

Navigation lights. All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules, except that a vessel of more than 19.8 meters (65 feet) in length must also have navigation lights that meet UL 1104, “Standards for Marine Navigation Lights,” or other standard specified by the Commandant. 46 CFR 183.420

A vessel on which a pre-engineered fixed gas fire extinguishing system is installed must have the following equipment at the operating station: (1) A light to indicate discharge; (2) An audible alarm that sounds upon discharge; and (3) A means to reset devices used to automatically shut down ventilation systems and engines as required by paragraph (a)(3) of this section. The audible alarm for the fire boy discharge is not working repair or replace faulty alarm. 46 CFR 181.420

On a vessel of at least 26' in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each space with a thru hull fitting below the deepest load waterline, such as a lazerette. The forward void high water bilge alarm was not working. 46 CFR 182.530

Replace EPIRB that has expired batteries.

Provide proof of enrollment in a drug and alcohol testing program including a list of covered employees.

Provide servicable lifebuoy.

Repair audible alarm on bilge high level detector.

Provide updated marine charts onboard the vessel. To the satisfaction of the attending Coast Guard Marine Inspector. To the satisfaction of the attending Coast Guard Marine Inspector.

Properly repair automatic function of electrical submersible bilge pumps. Has this feature however it was not working. To the satisfaction of the attending Coast Guard Marine. Inspector.

Properly install a marine grade valve in the fwd void electrical submersible bilge overboard piping.

Install warning label to run the fuel tank void power blower prior to starting engines.

Properly label emerbency exits.

Have onboard non expired alcohol test strips due to remote ops.

Renew expired items in vessels first aid kit.

Properly stencil vessel's name and hailing port onto the vessels stern.

Properly repair hairline cracks at the base of the cabin side doors. Aprox 2" - 3" inches in length. Monitor until repaired and notify the local OCMI if the condition worsens. Due by the vessels 2017 hull/ise exam.

Properly repair the audible alarm located at the helm station on the vessels fire boy system. All other aspects of the system are functional/working properly.

Properly renew vsl's expired EPIRB hydrostatic release.

Vessels did not hold a valid FCC Marine Radio Operators Permit. Vessel restricted to 1000' fm shore.
