A submersible electric bilge pump may be used as a power bilge pump required by Table 182.520(a) only on a vessel of not more than 19.8 meters (65 feet) in length carrying not more than 49 passengers, other than a ferry, provided that: (1) The pump is listed by an independent laboratory as meeting the requirements in UL 1113. On-board fwd and aft bilge pumps are not UL1113 listed. 46CFR182.520

The owner, charterer, master or managing operator shall instruct each crew member, upon first being employed and prior to getting underway for the first time on a particular vessel and at least once every three months, as to the duties that the crew member is expected to perform in an emergency... New crew members have not completed familiarization and drills. 46CFR185.420 ***To be cleared by attending Marine Inspector***

At least one ring life buoy must be fitted with a lifeline. If more than one ring life buoy is carried, at least one must not have a lifeline attached. Each lifeline on a ring life buoy must:(2) Be of at least 60' in length. Life line is less than 60'. 46CFR180.70

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: (1) Charts of large enough scale to make safe navigation possible. Onboard charts are not current. 46CFR184.420(a)(1)

Marine employers shall establish programs for the chemical testing for dangerous drugs on a random basis of crewmembers on inspected vessels. Operator could not provide evidence of consortium enrollment. 46CFR 16.230(a)

The servicing facility must issue a certificate to the liferaft owner or owner's agent for each liferaft it services. Owner/operator did not have servicing certificate issued by the servicing facility. 46CFR160.151-57(p)

At each inspection for certification and at every other vessel inspection the bilges and other spaces may be examined to see that there is no excessive accumulation of oil that might create a fire hazard. Bilge has fuel in fwd void ivo diesel fuel tank for heating units. Determine source of leak. 46CFR176.830(b)

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: Charts of large enough scale to make safe navigation possible, U.S. Coast Pilot [name withheld] List and Current tables. Current tables were only provided electronically and CG Light List was missing. Update vessels Coast Pilot to 2023. 46 CFR 184.420

Ring life buoys. A vessel must carry one floating waterlight, unless it is limited to daytime operation, in which case no floating waterlight is required. (1) Each floating waterlight must be approved in accordance with § 161.010 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.110. (2) Each ring life buoy with a floating waterlight must have a lanyard of at least 910 millimeters (3 feet) in length, but not more than 1,830 millimeters (6 feet), securing the waterlight around the body of the ring life buoy. (3) Each floating waterlight installed after March 11, 1997, on a vessel carrying only one ring buoy, must be attached to the lanyard with a corrosion-resistant clip. The clip must have a strength of at least 22.7 kilograms (50 pounds), and allow the waterlight to be quickly disconnected from the ring life buoy. Vessels float light is not working repair or replace float light. 46 CFR 180.70

Life jacket placards. (a) Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers. Vessels lifejacket donning placard did not match the style type 1 PFD's that are onboard. Update donning placard to match type 1 PFDs that are onboard. 46 CFR 185.516

Vessel must have means to shut off the fuel supply valves incase of fire or emergency. Vessels remote fuel shut off cable is broken therefore does not shut off the fuel supply valves. 46 CFR 182.455

Vessel pre engineered fixed fire system must provide an audible and visual indicator at the operating station letting the Master know the system has discharged. Vessels pre engineered fixed fire system audible and visual indicators are inoperable. 46 CFR 181.420

Provide proof of enrollment in a drug and alcohol testing program, including a list of covered employees.

Provide updated marine charts onboard the vessel. To the satisfaction of the attending Coast Guard Marine Inspector.

Properly repair automatic function of electrical submersible bilge pumps. Has this feature however it was not working. To the satisfaction of the attending Coast Guard Marine. Inspector.

Properly stencil vessel's name and hailing port onto the vessels stern.

Properly install a marine grade valve in the fwd void electrical submersible bilge overboard piping.

Properly repair the audible alarm located at the helm station on the vessels fire boy system. All other aspects of the system are functional/working properly.

Replace vsl's 2 gallon fire buckets with 2.5 gallon fire buckets.

Properly label emergency exits.

Properly renew vsl's expired EPIRB hydrostatic release.

Renew expired items in vessels first aid kit.

Vessel restricted to 1000' fm shore unless master has a valid FCC Marine Radio Operators Permit.

Have onboard non expired alcohol test strips due to remote ops.

Properly repair hairline cracks at the base of the cabin side doors. Aprox 2" - 3" inches in length. Monitor until repaired and notify the local OCMI if the condition worsens. Due by the vessels 2017 hull/ise exam.
