0936- The steering was tested twice- the first test, the #1 pump was not able to be controlled from the bridge. The second test, the pump #2 was unable to be controlled at the bridge location. Additionally, only 80 liters of steering oil was observed in the reserve tank. This is not enough to fill one the two steering gear tanks of 300 liters, each.

2035 Due to the above objective evidence, the PSCO questions the adequacy of the implementation of the vessels Safety Management System under the International Safety Management (ISM) Code. Recommend an external ISM audit be conducted within 30 days by the flag state or the recognized organization to determine whether the ship is operating in accordance with the ISM code. SOLAS IX/3.1
