"Each towing vessel must carry the survival craft specified in Table 141.305." Vessel did not have a rigid buoyant apparatus on board. Obtain a rigid buoyant apparatus and stow in accordance with the stowage requirements of this chapter.

There weren't any RPM gauges installed in the machinery location for the main engines or generators.

If an inspection is not completed prior to this date, the action for this deficiency shall be changed to a 60 (Rectify deficiencies prior to movement) and the vessel may no long be permitted to operate.
