The condition of the ship and its equipment shall be mantained to conform with the provisions of the present regulations to ensure that the ship in all aspects will remain fit to proceed to sea without danger to the ship or persons onboard. When the PSC team conducted testing of the emergency steering gear, the number 1 steering pump did not recover from the power failure alarm test until 2 hours later. The power panel breaker to the pump was not properly set to the normal setting. SOLAS 2004 I/11.
