All life-saving appliances and arrangements shall comply with the applicable requirements of the code. each launching appliance shall not depend on any means other than gravity or stored mechanical power which is independent of the ships power supplies to launch the survival craft or rescue boat it serves in the fully loaded and equipped condition and also in the light condition. PSCO observed davit system for the rescue boat cannot operate under accumulator power only.

Resolution: Class society arrived on board and verified the operation of the davit system both under main power and hand crank to be satisfactory. Class has given the vessel 02 months to rectify the accumulator power.

The purpose of this regulation is to provide means of escape so that persons on board can safely and swiftly escape to the lifeboat and life raft embarkation deck. PSCO observed escape latch leading from the food stores meat room was not operational, and not allowing personnel to exit in case of emergency.

2550 - PSCO observed 15 emergency lighting stations were non-functioning. Captain supplied "Safety Equipment Test / Inspection Record" forms, showing that the electrician is responsible for testing/inspecting on a weekly basis. Latest inspection was on 30APR2016, showed that stations were tested/inspected satisfactorily. PSCO believed record was not conducted IAW SMS. SOLAS IX/5, ISM 10.1. 16a.

Resolution: Received class report from [name withheld] stating that the outstanding deficiency has been rectified. The class report stated that the damaged lighting was replaced and a check-in procedure has been implemented.
