Each survival craft shall be stowed in a state of continuous readiness so that two crewmembers can carry out preparations for embarkation and launching in less than 5 minutes. The port and starboard lifeboats could not be started in the required time. SOLAS 2014, Chapt III, Reg 13.1.3

Resolution: Engineers were able to get the propellers to engage on both lifeboats. Successful tests of each were observed.
