0725-Supply valves for the ships installed water mist system were found in the closed position. Operating instructions state that all valves should be in the open position for normal operation. Discussed with Master, Chief Engineer, and second engineer and the valves were opened on the spot. Provide corrective action plan with concurrence of the Administration for proper maintenance.
