The provisions of Part III of Title III of the Communication Act require United States vessels which transport more than six passengers for hire while such vessels are being navigated on any tidewater within the jurisdiction of the United States adjacent or contiguous to the open sea, or in the open sea to carry a radiotelephone installation complying with this subpart. (a) The Coast Guard will issue a medical certificate to a mariner meeting the medical and physical standards for merchant mariners. The medical certificate will be issued for various periods of time based upon the endorsements the mariner holds. Vessel captain unable to provide MI with proof of medical certificate.

(a) On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level. Aft bilge pump is not operating. At operating station, operating and light is stuck on.

A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (2 1/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. MI discovered fire buckets on vessel were only 2 gallon buckets. Install three 9.5 liter (2 1/2 gallon) buckets with proper labeling and lanyard.

(h) provision must be made for closing all supply duct cowls or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. All closure devices must be readily available and mounted in the vicinity of the vent. Port side engine room vent cover not properly mounted to secure space. Ensure cover fits properly and closes snuggly.

(d) Crew training shall be logged or otherwise documented for review by the Coast Guard upon request. The training entry shall include the following information. Educated vessel rep on proper documentation of crew training.

Lifesaving equipment markings; Each life jacket, immersion suit, and ring life buoy must be marked in clearly legible block capital letters with the vessel's name. The marking is not required on a life jacket carried to meet a temporary need for additional life jackets, if the life jacket has the name of another vessel or company marked on it. For an immersion suit, the name of the person to whom the immersion suit is assigned is an acceptable alternative to the name of the vessel. Re stencil vessels name onto life ring buoy.

Vessel is required to display proper navigation lights while underway at night or reduced visibility iaw international navigation rules. Vessels port and starboard running lights are not working. Repair the same prior to operating at night or reduced visibility. 46 CFR 183.420

Tanks may not have any opening in the sides/ends unless fitted with threaded plug or cap. Opening fitted only with gate valve.

Sections of ceiling or lining may be removed so as to access the vessel's internal structure. At next drydock exam make forepeak accessible for internal examination.
