Bulk carriers shall comply with the maintenance requirements provided in regulation II-1/3-1 and the standards for owners inspection and maintenance of bulk carrier hatch covers, adopted by the organization by resolution MSC.169(79). PSCO noted multiple hatch ventilation covers were severely degraded, and multiple clamping devices were inoperable.

Before the sip leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. PSCO observed vessel's rescue boat position indicating light had expired in September 2018, and the lifeboat SART battery had expired in December 2018. Additionally, the vessel has an outstanding Flag State deficiency for 03 line throwing charges that expired in may 2018.

Resolution: PSC NOLA recieved a class report from NKK satisfying the requirement.
1750-Oil/Water Interface detecor- Any ship of 10,000 gross tonnage and above shall be fitted with oil filtering equipment complying with the regulation. PCSO observed a broken calibration seal on the oil content meter. Oil content meter was last serviced on Jan 2017 by Transmare. New seal by Transmare was placed where the content meter could still be tampered with. Provide tec report to replace tamperproof seal in correct location on the OCM. MARPOL I/14.2, 40c

Resolution: PSC NOLA received a pictures of new sensor with calibration sticker and a receipt from vessel master satisfying the requirement.
