Crew found #3 cylinder high pressure pipe leakage, and fuel valve cannot be opened which will not allow cylinder to fire.

Resolution: Changed fuel valves and high pressure pipes with new spare parts. Tested and found all parameters were in order as per Class Report of Survey.
