BANKS RAMBLER II

The design, construction, and stowage of portable tanks and related fuel lines and accessories must meet the requirements of ABYC H-25; existing 12 gallon tanks are not marked w/ approval.

Fuses must be of the cartridge type only and be listed by Underwriters Laboratories or another independent laboratory recognized by the Commandant; replace existing blade fuses with cartridge type.

Each life jacket must be marked with Type I retroreflective material approved in 46 CFR 164.018 or other standard specified by the Commandant; replace retro tape on PFD's where signs of deterioration is present.

The number and identification of the items stowed inside, and their sizes, must be marked in clearly with 2" legible letters and numbers on each container for life jackets

Each vessel must be equipped with at least two operable portable battery lights. One of these lights must be located at the operating station and the other at the access to the propulsion machinery space.

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. Replace missing items

Vessel must carry three day and three night flares; vessel is missing three flares.

A vessel of less than 12 meters in length shall not be obliged to carry the sound signaling appliances prescribed in paragraph (a) of this Rule but if she does not, she shall be provided with some other means of making an efficient sound signal.

Vessel must undergo an annual inspection as specified in paragraph (b)(1) of this section. Vessel must undergo an annual inspection within 3 months before or after the each anniversary date. Vessels anniversary date was 10MAY24, and vessel is past 3 months from said date. Vessel shall not operate with passengers until an annual inspection has been complete. 46CFR176.500(b)

Each ring buoy on a vessel must: be approved in accordance with 160.050 in subchapter Q of this chapter. Vessel's ring buoy is faded to the point of replacement. 46CFR180.70(b)

Portable fire extinguishers must be located so that they are clearly visible and readily accessible from the space being protected. The installation and location must be to the satisfaction of the Officer in Charge, Marine Inspection. The 80BC portable fire extinguisher designated for the outboard motor is being stored in the center storage hatch of the vessel, this extinguisher needs to be relocated to a more accessible location to the outboard motor. Additionally, MI observed all three portable fire extinguishers being placed in storage locations without brackets/mounts or means of securing them in place. All portable fire extinguishers need to be secured in a bracket/mount. 46CFR181.520

Emergency instructions, man overboard. Have crew member put on life jacket, attach a safety line to him or her, and have him or her stand by to assist the person overboard if necessary. During the man overboard drill, master utilized the aft swim ladder to retrieve the MOB. Update man overboard procedures to ensure master or crewmember dons a lifejacket with a lanyard attached when doing this. 46CFR185.512(a)(2)(iv)

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of the hull structure and its appurtenances, including the following: Inspection of all railings and bulwarks and their attachment to the hull structure. Hand railing/support that extends vertically from helm station to vhf radio compartment has a cracked weld at the base. 46CFR187.802(a)(4)

Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers. Instructions for donning and use of life jackets was worn and illegible. 46CFR185.516(a) - 16c

Each ring life buoy on a vessel must be approved in accordance with 46 CFR 160.050 and have a grab line with 3/8-inch diameter polyethylene, polypropylene, or other suitable buoyant type synthetic material. Grab line wasted. 46 CFR 180.70 (b)(1)

Deficiency Code: 07114 Shutoff Valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories.
