0635- launch arrangt. For rescue boats-Before the ship leaves port and at all times during the voyage, all lifesaving appliances shall be in working order and ready for immediate use. PSCO observed rescue boat davit hydraulic supply line to control unit rupture during operational test and davit incapable of slewing left or right causing the rescue boat to be incapable of launching. Additionally, found hydraulic accumulator: tank wasted on outboard side with apparent plate separation. Provide documentation from Certificate [name withheld] attesting to the sat operation of rescue boat davit and condition of hydraulic accumulator. SOLlAS 74 a 2014 cons III/20 17a

Resolution: Received class report from BV stating ship management provided corrective action plan and ship’s crew renewed broken hydraulic line and de-rusted and painted hydraulic accumulator tank. BV survey found sat repairs and operation of rescue boat davit.

Each life raft or group of liferafts shall be stowed with a float-free arrangement complying with the requirements of the LSA Code that each floats free and, if inflatable, inflates automatically when the ship sinks. PSCO observed 01 P/S liferaft painter not secured to vessel. The Chief Mate corrected the painter arrangement on the spot. SOLAS 74 a 2014 Cons III/13 10c
