Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. Main engine hard to start, not reliable. Affects repairs on propulsion engine. 46CFR182.200 (a)

A vessel of not more than 7.9 meters (26 feet) in length must carry a minimum of one life buoy of not less than 510 millimeters (20 inches) in diameter. Replaced Life ring with approved type.

If the handle to the shutoff valve at the tank is located inside the machinery space, it must be located so that the operator does not have to reach more than 300 millimeters (12 inches). Attach remote device to fuel valve to prevent crew from reaching bellow engine to secure valve.

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules. Vessels forward green and red navigation light is smashed and not operable. Vessel is restricted to day light operations until repaired to the satisfaction of the attending MI. 46 CFR 183.420

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. Vessel owner needs to replace the Ibuprofen (50 tablets) and eye wash solution in the vessels first aid kit. 46 CFR 184.710

A vessel must carry one floating water light, unless it is limited to daytime operation, in which case no floating water light is required. Each floating water light must be approved in accordance with § 161.010 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.110. Each ring life buoy with a floating water light must have a lanyard of at least 910 millimeters (3 feet) in length, but not more than 1,830 millimeters (6 feet), securing the water light around the body of the ring life buoy. Each floating water light installed after March 11, 1997, on a vessel carrying only one ring buoy, must be attached to the lanyard with a corrosion-resistant clip. The clip must have a strength of at least 22.7 kilograms (50 pounds), and allow the water light to be quickly disconnected from the ring life buoy. Vessel has no water light available for use. Vessel is restricted to day light operations until replaced. 46 CFR 180.70 (d)

Piping, including valves, pipe fittings and flanges, conveying vapor, gas, or liquid, the temperature of which exceeds 65.5 °C (150 °F), must be suitably insulated where necessary to prevent injuries. Vessels cage does not cover the engine exhaust piping. Install a guard or heat shielding to prevent accidental burn of vessel crew. No persons are permitted aft of the Captains chair for a minimum of 30 minutes after the engine has ran until repaired. 46 CFR 177.970

Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. Vessel only has one propulsion engine and the f/o shutoff is installed at the engine. The f/o shut off is required to be at the tank. The shut off at the engine is optional. 46 CFR 182.455 (b)(4)

Each child size life jacket must be stowed in a location that is appropriately marked and separated from adult life jackets so the child size life jackets are not mistaken for adult life jackets. Child sized life jackets were stowed with adult jackets. They have been moved to the forward compartment, mark compartment. 46 CFR 180.78 (a)(5)

Deck rails must be designed and constructed to withstand a point load of 91 kilograms (200 pounds) applied at any point in any direction, and a uniform load of 74 kilograms per meter (50 pounds per foot) applied to the top rail in any direction. Vessel was involved in a reportable marine casualty (grounding) Various handrails and rudder support stanchion were found damaged and requiring repair. Repair to the satisfaction of the attending MI. 46 CFR 177.900 (b)

At least one ring buoy must be fitted with a life line. Each must be buoyant, 60', non kinking, have a diameter of 5/16", breaking strength of 1,124 lbs and be dark in color if synthetic or of a type certified to be resistant to deterioration from ultraviolet light. Current life buoy line is white and cannot be proved as meeting the resistant to ultraviolet light. Replace with line meeting the regulation to the satisfaction of the attending MI. 46 cfr 180.70 (c)

All vessels must have navigation lights that are in compliance with the applicable sections of International and Inland navigation rules. Vessels port bow red light is not the proper color. Replace to the satisfaction of the attending MI. Vessel is restricted from any night time movement until repaired. 46 CFR 183.420

Unless other wise provided by this subpart each vessel required to have a certificate of inspection is subject to annual vessel inspection fees listed in table 2.10-101. Vessels user fees are overdue and need to be paid. Contact USCG FINCEN to pay fees and provide proof of payment to the attending MI. 46 CFR 2.10-101

Life ring buoys shall be ready for use at all times. The grab line on the buoy was frayed.

Naviagtion lights are required when operating at night or in periods of reduced visibility. The port and starboard lights are extinguished.

A portable 5 GPM bilge pump is required. The vessel does not have a portable bilge pump.

Provide two additional VDS.

Provide 1st aid kit for lifeboats.

Seperate child PFD's and label stowage location. Apply new vsl name on PFD's.

Provide one additional rail course along the top of the rails.

Install fuel lines meeting requirements of 46CFR182.720(e).

Crop and renew port and starboard transom IWO exhaust where marked NLT 30 July 08.

Machinery guards are required to be installed IWO main engine belts behind operators station NLT 05OCT07.

Vessels fuel cut off valve shall be properly labeled NLT 05OCT07.

Vessel is to renew deteriorated ring buoy w/CG approved buoy, properly marked and outfitted prior to operating.

Masters CPR/1st aid card is expired. Recertification is required within 30 days.

Replace plastic wire nut on bilge pump .

Replace rudder post bolt fastener .

INSTALL AND PROPERLY LABEL FUEL SHUT OFF VALVE.

INSTALL LANYARDS ON DRAIN PLUGS.

INSTALL DOUBLE CLAMPS ON ALL FUEL LINES WHERE SINGLE CLAMPS ARE INSTALLED.

PROVIDE DISTRESS SIGNALS WITH CONTAINER IN ACCORDANCE WITH 46 CFR 180.68.

PRIOR TO OPERATION PROVIDE A-B SIZE II PORTABLE FIRE EXTINGUISHER.

PRIOR TO OPERATION INSTALL APPROVED VENT LINE TO FUEL TANK WITH DISCHARGE LOCATED ON EXTERIOR OF HULL.

INSTALL RETRO REFLECTIVE TAPE ON BOTH SIDES OF RING BUOY.

REPOSITION SIDE LIGHTS HORIZONTAL WITH HULL.

PROVIDE ANCHOR LIGHT.
