Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Vessel reported a loss in steering due to vessel running aground. Vessel shall proceed to Southwest Shipyard in Houston Texas to enact repairs to the satisfaction of the TPO. Provide TPO reports to the USCG.
