Found delamination of gelcoat located in the centerline bilge, immediately forward of the 1st transverse frame in front of the engine block and directly underneath the winch hydraulic shaft knuckle. Effected area is approx. 1'x1' and delamination into gelcoat/fiber/resin/core is unknown. Owner is required to excavate the effected area down to undamaged/satisfactory gelcoat or fiberglass and call the lead marine inspector for re-inspection prior to conducting repairs. This requirement must be satisfied prior to the carriage of passengers.46 CFR 176.802(a)
