Before the ship leaves port and at all times uring the voyage, all life-saving appliances shall be in working order an ready for immediate use. PSCO observed absent hand flares in both lifeboat and rescue boat.

Oil filtering equipment refferred to in paragraph 1 of this regulation shall be of a design approved by the admin and shall be such as will ensure that any oily mixture discharged into the sea after passing through the system has an oil content not exceeding 15ppm. The oil content meter failed to operate properly and could not give accurate reading of oily water.

33 CFR 151.2050 (f) Remove fouling organisms from vessels hull on a regular basis and dispose of any remove substances in accordance with local, state and federal regulations. Vessel shall provide a plan before departing that entails how the hull will be cleaned by removing the fouling organisms. The plan shall be conducted outside of US navigable waters before returning to US port again.
