Cargo ships shall carry one or more lifeboats...on each side...Port lifeboat was removed after shipboard fire. Davit will not accommodate replacement model lifeboat. Ship is sailing with an interim Cargo Ship Safety Equipment Certificate valid until 9 Nov 2016 which allows two liferafts in lieu of lifeboat as per the administration letter of dispensation.
