Drills shall be conducted IAW SOLAS regulation 19 of Ch III. Vessel crew did not display required proficiency to meet requirement of regulation. Crew began to pre-stage equipment prior to commencing drills. Drill was immediately changed from fire drill to abandon ship drill. Crew was unfamiliar with equipment and fire fighting procedures. Crew failed two consecutive drills.

Resolution: Deficiency rectified. After receiving training, crew conducted a satisfactory fire drill to the satisfaction of the Coast Guard.
