Unless expressly provided otherwise, every ship shall be provided with a main and an auxiliary steering gear tot the satisfaction of the administration. PSCO observed multiple overide alarms on ship's log. Crew unable to identify cause of alarms. C/E reported multiple adjustments to the steering gear hydraulic pump/proportioner valve assembly conducted in Szczecin. Vessel reported no irregularities while sailing in a passive sea state. Vessel observed multiple overide alarms in a river maneuvering condition. Request report from attending technician and concurrence from certificate issuing authority. SOLAS (20) II-1/29.1

The Company should identify equipment and technical systems the sudden operational failure of which may result in hazardous situations. The safety management system should provide for specific measures aimed at promoting the reliability of such equipment or systems. PSCO conducted damange survey following steering irregularity and COTP 0402-21 dated August 10, 2021. Captain stated that after ~2hrs of dual steering pump operation, hydraulic oil high temperature alarm occurred. According to Steering Gear Manual MD027-30000LBC-08 DWG No. 0-2, vessel only operations using two stereing pumps "in water regions required by Administrative Authority" and "simultaneous work of two pumps is permissible in areas where administration demands it." Provide clarification on how long and when dual steering pumps may be used. 74 SOLAS (2014) IX/3.1, ISM Code 10.3. Action: 50ac
