The requirements for machinery ... are contained in applicable regulations in subchapter F (Marine Engineering). MI observed 03 containers filled with oil in the engine room. Remove oil from containers and provide evidence to the satisfaction of the MI. 46 CFR 182.220 (b)

Each vessel must be equipped with at least two operable portable battery lights. One of these lights must be located at the operating station and the other at the access to the propulsion machinery space. MI observed 01 missing portable light. Replace to the satisfaction of the attending MI. 46 CFR 183.430

The EPIRB test shall be logged or otherwise documented, as applicable. MI observed missing EPRIB entry logs. Provide evidence on documentation to satisfaction of MI. 46 CFR 185.728 (c)

Abandon ship and man overboard drills and training shall be logged or otherwise documented for review by the Coast Guard upon request. MI observed missing drill logs. Show proof of required drills to the satisfaction of the MI.

The Certificate of Inspection must be posted under glass or other suitable transparent material, such that all pages are visible, in a conspicuous place on the vessel where observation by passengers is likely. If posting is impracticable, such as in an open boat, the certificates must be kept on board in a weather tight container readily available for use by the crew and display to passengers and others on request. MI observed original COI not on board. Replace to the satisfaction of the MI.

The person in command of a documented vessel must have on board that vessel the original Certificate of Documentation currently in effect for that vessel. MI observed missing COD. Replace to the satisfaction of the MI.

Coast Guard Marine Inspector observed 3 areas of fiberglass damage located on the FWD end of the vessel’s keel along the steel worm-shoe. Repair fiberglass to the satisfaction of the attending CG MI prior to receiving credit drydock.

At each initial and subsequent inspection for certification, the owner or managing operator must be prepared to conduct tests and have the vessel ready for inspection of its fire protection equipment. Vessel was missing 01 required portable fire extinguisher (size 2A) 46 CFR 176.810 701c

An adult life jacket must be provided for each person carried on board a vessel. Vessel was missing 03 required adult life jackets. Adult passenger count reduced to 50 passengers. 46 CFR 180.71(a) 705c

The number of penetrations in a watertight bulkhead must be minimized. A penetration in a watertight bulkhead must be as high and as far inboard in the bulkhead as practicable, and made watertight. Inspector observed penetrations through bulkhead between forward void space and engine room that was not watertight. Rectify within 7 days to the satisfaction of the USCG. 46 CFR 179.320(c) 705c

A vessel to which this subchapter applies may not be operated without having on board a valid U.S. Coast Guard Certificate of Inspection. Vessel did not have Certificate of Inspection on board. Rectify within 7 days to the satisfaction of the USCG. 46 CFR 176.100(a) 705c

All operator licenses required by this subpart must be readily available for inspection. Vessel did not have the Federal Communications Commission (FCC) Station License or the FCC Safety Radiotelephony Certificate on board and available for inspection. Rectify within 7 day to the satisfaction of the USCG. 46 CFR 80.175 705c

46 CFR 180.68 (a) A vessel on a limited coastwise route must carry six hand red flare distress signals and six hand orange smoke distress signals. MI observed eleven distress signals that were expired.

46 CFR 180.71(a) An adult life jacket must be provided for each person carried on board a vessel. MI observed 43 life jackets that were not serviceable. CODE 705: Vessel is restricted to carrying eight passengers that would require an adult size life jacket.

46 CFR 180.71 (b) A number of child size life jackets equal to at least 10% of the number of persons permitted on board must be provided. MI observed 3 child size life jackets that were not serviceable. CODE 705: Vessel is restricted to carrying three passengers that would require a child size life jacket.

47 CFR 80.159 (e) (1) Radio operator must hold a marine radio operator permit or higher class license. Master of vessel during inspection did not have a radio operator permit or higher class license. CODE 705: Vessel must not operate with passengers beyond 1,000 feet from the nearest land at mean low tide unless a master with a marine radio operator permit or a higher class license is operating the vessel.

46 CFR 4.06-15 (a) (1) Marine employer must have a sufficient number of alcohol testing devices readily accessible on board the vessel to determine the presence of alcohol in the system of each individual who was directly involved in the SMI. MI observed that alcohol test strips were expired.

A flexible tube or hose may be used instead of fixed pipe for the discharge line of a submersible electric bilge pump provided the hose or tube does not penetrate any required watertight bulkheads and is: (1) Of good quality and of substantial construction, suitable for the intended use; and (2) Highly resistant to salt water, petroleum oil, heat, and vibration. The engine room electric bilge pump was found with PVC piping installed between the pump and overboard valve. PVC piping is not permitted in vital system piping. 46 CFR 182.520(f)

Overcurrent protection must be provided for each ungrounded conductor for the purpose of opening the electric circuit if the current reaches a value that causes an excessive or dangerous temperature in the conductor or conductor insulation. Conductors must be protected in accordance with their current carrying capacities. Fuses must be of the cartridge type only and be listed by Underwriters Laboratories or another independent laboratory recognized by the Commandant. The conductor from the alternator to the switch panel is not protected by a fuse or breaker. The allowable ampacity of 8 AWG wire at 75 degC, outside of the engine room, is 65 amps. Provide a UL listed class T or CC DC rated fuse at 65 amps or less as primary branch protection. 46 CFR 183.380

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces: A space with a through-hull fitting below the deepest load waterline, such as a lazarette;A machinery space bilge, bilge well, shaft alley bilge, or other spaces subject to flooding from sea water piping within the space. A visual indicator must be provided at the operating station to indicate when any automatic bilge pump is operating. The visual indicator for the bilge high water alarm was inoperable when tested. 46 CFR 182.530(c)

A vessel must be provided with a satisfactory arrangement for draining any watertight compartment, other than small buoyancy compartments, under all practicable conditions. A vessel must be provided with bilge pumps in accordance with Table 182.520(a). The engine room bilge pump was not operational when tested. 46 CFR 182.520(a)

Gauges to indicate engine revolutions per minute (RPM), jacket water discharge temperature, and lubricating oil pressure must be provided for all propulsion engines installed in the vessel. The gauges must be readily visible at the operating station. The starboard main engine RPM and oil pressure gauge were inoperable while the main engine was in operation. 46 CFR 182.410(b)

Fuses must be of the cartridge type only and be listed by Underwriters Laboratories or another independent laboratory recognized by the Commandant. The bladed fuses found in the 12V system are not permitted. Replace with UL listed cartridge type fuses. 46 CFR 183.380(l)

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. When repairs are made during an emergency, the owner, managing operator, or master shall notify the OCMI as soon as practicable after such repairs or alternations are made. The starboard exhaust was found holed and leaking water in the lazarette space. The hole is located under the muffler. Make repairs to the satisfaction of the attending inspector. 46 CFR 176.700

The marine inspector may require any part or all of the propeller shafting to be drawn for examination of the shafting and stern bearing of a vessel whenever the condition of the shafting and bearings are in question. The starboard shaft was found leaking water into the lazarette bilge at an excessive rate. Make satisfactory repairs to the attending inspector. 46 CFR 176.670

The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. The sea water pick-up valves for the main engine were unable to be cycled closed. Repair to the satisfaction of the inspector. 46 CFR 176.840

A submersible electric bilge pump may be used as a power bilge pump required by Table 182.520(a) only on a vessel of not more than 19.8 meters (65 feet) in length carrying not more than 49 passengers, other than a ferry, provided that: (6) The opening in the hull for the pump discharge is placed as high above the waterline as possible;(7) A positive shutoff valve is installed at the hull penetration. The positive shutoff valve for the forward space bilge pump was found frozen in the open position. Replace like and in kind. 46 CFR 182.520(e)

Rail courses or the equivalent must be installed between a top rail required by paragraph (a) of this section, and the deck for a vessel on an excursion trip. Bars, slats, rail courses, or an equivalent spaced at intervals of not more than 100 millimeters (4 inches). The rail course on the port quarter was found damaged and the space is larger than 4 inches. Repair like and in kind. 46 CFR 177.900(g)(1)

Electrical equipment on a vessel must be installed and maintained to: Protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock. The main engine starting battery was found with an undersized conductor that was chafed and corroded. Replace the conductor with the previously approved size conductor and clean all corrosion areas to prevent resistance and heat build up. 46 CFR 183.200(b)

For a life float – Approved under approval series 160.027. The color must be primarily vivid reddish orange. MI found 02 lifefloats to be damaged by the sun. Vessel is restricted to operations within 3 nautical miles of shore. 46 CFR 180.200 (a)(2) 46 CFR 160.010-4 (n)

All cable and wire must be installed with metal supports not more than 24 inches apart. MI found non-metallic supports being used in compartment beneath operating station. 46 CFR 183.340 (b)(4)

The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets. MI found no markings to indicate type and quantity for life jacket stowage. 46 CFR 185.604(f)

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. MI found first-aid kit to have expired ammonia inhalants and eye wash. 46 CFR 184.710

A vessel must comply with the applicable design, equipment, personnel, procedures, and record requirements of 33 CFR parts 151, 155, and 156. MI found vessel to not have a Garbage Management Plan and neither oil or garbage waste placards posted. 46 CFR 184.702

Each vessel that operates on the high seas, or that operates beyond three nautical miles from the coastline of...must have on board a FCC Type Accepted Category 1, 406 MHz EQPIRB, installed to automatically float free and activate. Vessel's EPIRB battery found expired. Vessel is limited to navigation not more than 3 nautical miles from the nearest land. 46CFR180.64

Each EPIRB...must be tested monthly, using the integrated test circuit and output indicator, to determine that it is operative. No current records of monthly EPIRB testing were found. 46CFR185.728(a)

46 CFR 182.455 (b)(3) Fuel lines must be protected from mechanical injury and effectively secured against excessive movement and vibration by the use of soft nonferrous metal straps. Fuel line for port engine was held up with plastic strap, replace with a metal support.

46 CFR 184.710 A vessel must carry a first-aid kit under approval series 160.041 or a kit with equivalent contents and instructions. Iodine in kit was expired. Replace expired iodine with current medication.
