Vessel had a foreign national without being a permanent residence working as a rigger. 17 - Vessel may not depart Port Fourchon until all persons onboard are either US Citizen or lawfully admitted to the US for permanent residence IAW 46 USC 8103.

Vessel has an overdue load line survey with the 90 days window expiring after 10DEC2025. Vessel canceled the scheduled survey for 15DEC2025 and proceeded beyond the boundary line. Vessel shall return to port immediately and not depart Port Fourchon until survey successfully completed.
