A vessel engaged in commercial service that does not carry passengers, shall maintain a video surveillance system. Tests must be conducted at periodic intervals specified by the Coast Guard to confirm that vital systems and safety features continue to operate in a safe, reliable manner. Vessel could not produce records for periodic safety tests in accordance with their Coast Guard approved Periodic Safety Test Procedures (PSTPs). Vessel will ensure the Engine Room will be manned at all times underway and will conduct all PSTPs in the presence of a Marine Inspector under cognizant OCMI upon arrival to next US port.

The purpose of this regulation is to contain a fire in the space of origin. For this purpose, the following functional requirements shall be met: the fire integrity of the divisions shall be maintained at openings and penetrations. MI identified a cable running through A-60 class bulkhead without meeting structural fire protection requirements to maintain the integrity of the division. Make repairs in accordance with applicable regulations to ensure proper fire protection is maintained in the space.

This subpart applies only to standby vessels meeting the requirements of this subpart. Vessel requested the Standby Vessel endorsement on the COI, however, the vessel is not equipped with required equipment. Ensure vessel meets requirements set forth in 33 CFR 400.405 and provide attestation to cognizant OCMI prior to operating as a Standby Vessel.

A ship constructed in or after 2009 with a Ballast Water Capacity of less than 5000 cubic meters shall conduct Ballast Water Management that at least meets the standard described in regulation D-2. The above requirement shall not apply to the uptake and subsequent discharge on the high seas of the same Ballast Water and Sediments; or the discharge of Ballast Water and Sediments from a ship at the same location where the whole of that Ballast Water and those Sediments originated and provided that no mixing with unmanaged Ballast Water and Sediments from other areas has occurred. Prior to discharging BW into the waters of a country signatory to the BWM Convention, install an IMO approved BWTS to ensure compliance with regulation D-2.
