The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull.
Starboard aft flotation chamber failed the 1 hour working pressure test (dropped from 2.5 to 2.0 psi) and a visible leak was observed on an existing patch when tested with soapy water. Make permanent repairs and conduct a new working pressure test and then over pressure stress test to the satisfaction of the attending Marine Inspector.
