Periodically Unattended Machinery Systems (PUMS) must be automated to the degree that they could safely be left unattended and the system acts automatically until the crew can take action in the event of failure; this includes power sources that automatically transfer to backup units upon failure. Vessel currently holds a PUMS endorsement, however power source redundancy for thrusters, cooling systems, and bridge alarms were converted to non-automatic mode. Vessel operator must comply with PUMS requirements in order to maintain PUMS endorsement. Procedures for tests of automated equipment must comply with currently approved PSTPs. Any changes to automation system and test procedures must be approved by ABS and the Coast Guard.

Resolution: Vessel rep removed the isolation of automatic secondary source of power with breaker configuration restored to allow for automatic transfer to back up power unit upon failure of main power source. Vessel intends to maintain PUM/ACCU status; ABS informed.
