Vessel's crew placed foam and soft patches on cargo hatches to ensure weathertight capabilities prior to departure from turkey; arrived to New york without notifying D.P.A. of weather tighness issues, as required by vessels SMS for reporting non-conformities (Nordic Hamburg SMS on reports/analysis DOC 09.01). An external audit focused on reporting non confirmities is required.
