Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. Vessel's life ring buoy grab line was found to be deteriorated and in need of replacement. 46 CFR 176.808(b)

The owner, managing operator, or a qualified servicing facility as applicable must conduct the following inspections and tests. Portable and semi-portable extinguishers must be inspected and maintained in accordance with NFPA 10 (incorporated by reference, see § 175.600 of this chapter) as amended here. Monthly inspections required by NFPA 10 may be conducted by the owner, operator, person-in-charge, or a designated member of the crew. Conduct monthly inspection of portable extinguisher. 46 CFR 176.810(b)(1)(ii)

"A vessel on which a pre-engineered fixed gas fire extinguishing system is installed must have:... A means to reset devices used to automatically shut down...engines." Override was unsuccessful. Ensure the vessel has a successful override. 46 CFR 181.420(b)(3)

"Life preservers for children shall be stored separately."MI identified both adult and child life jackets together. Address the separation of life jackets. 46 CFR 180.25-10(c) "OLD T"

"Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places..." Vessel did not have placards posted. Ensure placards are posted. 46 CFR 185.516

"A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions..." Vessel had expired medicine in first-aid kit. Ensure vessel has adequate first-aid kit with satisfactory contents. 46 CFR 184.710

MI observed life line attached to ring life buoy is 50 feet in length. A life line on a ring buoy must be at least 60 feet in length.

MI observed portable fire extinguisher was not located aboard vessel during inspection. A portable fire extinguisher must be located so it is clearly visible and readily accessible.

"Whenever there is a hazardous condition, as defined by § 175.400 of this sub-chapter, on board the vessel, the owner, master, agent, or person in charge shall immediately notify the Captain of the Port of the port of place of destination and the Captain of the Port of the port or place in which the vessel is located of the hazardous condition." On August 31, 2023 vessel collided with rocks hidden under the water line. Due to tide change, vessel had list to port side and took on some water while resting on rocks it collided into. collision and water caused damage to multiple electronic systems and required the engine to be flushed out. The hazardous conditions and the fixes made were not reported to the Coast guard in the required time. Vessel will be prior to pax until examined by the Coast Guard. 46 CFR 185.203

"Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency." Vessel made electrical repairs without notifying OCMI. Vessel will be prior to passengers until Coast Guard inspects and approves repairs onboard. 46 CFR 176.700

Electrical equipment on a vessel must be installed and maintained to provide services necessary for safety under normal and emergency conditions, and protect the vessel and passengers from hazards emanating from electrical equipment. Primary battery on vessel was found not to be holding a charge and its casing had water in it. Replace with serviceable battery prior to carriage of passengers.

Electrical equipment on a vessel must be installed and maintained to protect passengers, crew, other persons and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment and electrical shock. Disconnected wires with exposed leads were found hanging over the bilge area. Remove unused wiring prior to carriage of passengers.

A vessel of at least 7.9 meters (26 feet) in length must be provided with individual bilge lines and bilge suctions for each watertight compartment not separated by a collision bulkhead. None of the vessel's bilge pumps were found to be operational. Demonstrate proper functioning of bilge pumps prior to carriage of passengers.

Each battery must be located as high above the bilge as practicable, secured to protect against shifting with the roll and pitch of the vessel, and free from exposure to water splash or spray. Vessel's primary battery was not covered and its casing was filled with water. Ensure battery is covered and arrangements prevent water splash or spray prior to carriage of passengers.

Portable fire extinguisher annual servicing was overdue, provide report of servicing.

Ring buoy missing retro reflective tape, rescue line is not dark in color (currently yellow) or UV resistant and is only 50' and the floating water light is broken. 46 CFR 180.70

1st aid kit is not in compliance with 46 CFR 160.041 46 CFR 184.710

Drills are not logged. 46 CFR 185.524 46 CFR 185.520

Light List, Coast Pilot and NAVRULES are outdated. 46 CFR 184.420

Lower Bilge Pump (Middle Compartment) does not work in auto and the alarm is inoperable. 46 CFR 182.520

Provide pump indicator when pump is running.

Provide visual bilge alarm at operating station.

Permanently install cable to remote fuel shutoff valve.

Properly train all operators on man overboard and fire drills and conduct man overboard and fire drills in the presence and satisfaction of attending USCG Marine Inspector.

Obtain official charts for the local area of operation.

Provide Coast Pilot publication.

Provide lanyard for lifering light no less than 3' and no more than 6'.

Provide copy of orginal machinery plans and MSC approval letter.
