Vessel failed to implement its SMS with respect to cyber risk management. (1) vessels SMS requires all workstations with password to be locked prior to leaving unattended. Automated locking should occur after a predefined interval is also possible. Vessel failed to do both. VDR OS utilizes windows XP that is no longer supported by Microsoft. Resolution: Prior to the completion of the PSC exam, crew was able to effect repairs. Flag inspector and USCG PSCO verified full function of the rudder.
