If a towing vessel carries only one lifebuoy... the floating electric water light must be attached by the lanyard with a corrosion-resistant clip to allow the water light to be quickly disconnected from the lifebuoy. The clip must have a strength of at least 22.7 kilograms (50 pounds). The clip attaching the water light lanyard to the lifebuoy was not corrosion resistant and was beginning to corrode and seize.

The owner or managing operator must ensure system is installed, tested, and maintained in accordance with the manufacturer's design manual. The manufacturer's design manual for the installed fire-detection system was not maintained on the vessel or available for inspection, and system maintenance and testing IAW the manual could not be verified.

Integral keel coolers found with extensive coolant leaks and cracked welds. Clean all weld seams and make available for inspection in order to determine extent of needed repairs. Prepare repair proposal to attending Marine Inspector for making integral keel coolers watertight.
