The means of embarkation and disembarkation required in paragraph 1 shall be constructed and installed based on the guidelines developed by the Organization. Gangways should not be used at an angle of inclination greater than 30 degrees from the horizontal. The vessels' gangway was positioned with a greater inclination than 30 degrees on a day with rainfall.

Resolution: Vessel maintains a large freeboard at high tide. PSC exam was cancelled after determining a higher risk assessment.
The ring, lines and letters shall be painted in white or yellow on a dark ground or in black on a light ground. They shall also be permanently marked on the sides of the ships to the satisfaction of the Administration. The marks shall be plainly visible and, if necessary, special arrangements shall be made for this purpose. The deck line was not centered over the load line mark, and it was not painted in a contrasting color.
