The purpose of this regulation is to prevent the ignition of combustible materials or flammable liquids. For the purpose, the following functional requirements shall be met: (.2) means shall be provided to limit the accumulation of flammable vapors. PSCO observed excessive amount of oil around the tops of the engine cylinders due to loose fuel line connections and maintenance.

The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons onboard. PSCO observed the access cover to the bilge tank actively leaking. Vessel had a flag dispensation for holding sewage in the slop tanks, however, sewage was draining to the bilge tank. 74 SOLAS (20) I/11(A)

Resolution: Recieved sufficient class report for slop tanks. Bilge cleaned and excess slop to be discharged through OWS once vessel is outside US waters.
