Objective evidence indicated there was a crankcase explosion and potential fire occurred. Marine Safety Unit St. Thomas did not receive notification of any marine casualty prior to this inspection. The crew was unable to provide any definitive answers surrounding the hole in the crankcase. 46 CFR 115.810(a)(2) (a)At each initial and subsequent inspection for certification, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspection of its fire protection equipment, including the following:(2) Inspection of piping, controls, and valves, and the inspection and testing of alarms and ventilation shutdowns, for each fixed gas fire extinguishing system and detecting system to determine that the system is in operating condition. Marine Inspector observed a visual alarm in the wheelhouse for the fixed fire-fighting system, indicating the engine room pre-engineered fire supression system was not in full operational status. After further inspection, Marine Inspector observed unauthorized solder repairs to the Fireboy system. After questioning the crew, a crew member stated he took the Fireboy bottle home to make solder repairs because a fire servicing technician was not available. Marine Safety Unit St. Thomas did not receive notification of any marine casualty prior to this inspection. Provide third party fire servicing report to the MSU St. [name withheld] in Charge, Marine Inspection.

The main steering gear and rudder stock must be Capable of moving the rudder from 35° on either side to 35° on the other with the vessel at its deepest loadline draft and running at maximum ahead service speed, and from 35° on either side to 30° on the other in not more than 28 seconds under the same conditions; operated by power when necessary to comply with paragraph (b)(2) of this section. Loss of steering on port rudder was reported. Determine root cause for loss of steering on port rudder and make necessary repairs to the satisfaction of the attending marine inspector.
