Before the ship leaves port and at all times during the voyage, all life saving appliances shall be in working order and ready for immediate use. The Vessel's lifeboat rudder was not operational due to low hydraulic fluid levels.

The Vessel's incinerator electrical interlock is malfunctioning, preventing operation of incinerator.

Resolution: Receive class report stating all deficiencies rectified and air draft measurements for the vessel. Also received email from Master with Airdraft measurements. All class reports attached to misle documents Vessel clear to depart.
