The pressure vacuum relief valve shall be of a type and size approved by the Commandant for the purpose intended. The manufacturer of the high velocity P/V valve installed on the barge is not the same as the manufacturer on the VCS PRIS.

Operational tests and checks of all safety and limit controls, combustion controls, programming controls, and safety relief valves must be conducted by the owner, chief engineer, or person in charge at the inspection for certification. Thermal fluid heater tests was not able to be conducted. Prior to loading grade E cargo TNKB will conduct operational tests and checks.

During Annual inspection, it was found that the cargo pump relief valve had not been tested within the last year. Prior to: vessel shall not discharge cargo until cargo pump relief valve is tested to the satisfaction of USCG marine inspector.

Vessel is prohibited from carry cargoes with VCS category 5,6 and 7, until those cargoes are removed from the vessel's CAA via coordination with Marine Safety Center.
