The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to see without danger to the ship or persons onboard. Vessel experienced a loss of propulsion while docking in Locust Point, MD. PSCO observed several alarms on the panel in ECR. 74SOLAS(24) I/11(a)

The main engine must be repaired to manufacturer soecifications before the vessel is to depart. SOLAS 74 (14) I/11(a)
