The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship operations on board. During inspection, noted 3 concrete patches on condensate lines in vicinity of fuel oil bunker tank #3. Vessel informed PSCO leak ocurred and was temporarily repaired in December 2020. Vessels Flag State was notified of issue 11MAR21.

Install and operate a Ballast Water Management System BWMS that has been approved by the Coast Guard under 46CFR162 IAW 151.1512(b). Following installation of a BWMS, the Master, Owner Operator, Agent or Person in Charge must maintain the BWMS IAW all manufacturer specifications. Vessels BWMS is not operational. Vessel requested permission for extraordinary circumstances to perform Ballast Water Operations prior to arrival to Port Arthur TX. Technician attended vessel and was unable to complete repairs to BWMS. Prior to conducting Ballast Water Operations in U.S. Waters, provide class and technician report attesting to the proper operation of the ballast water management system.
