A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years. Vessel is overdue for drydock examination due March 31st, 2025. Vessel is to complete a satisfactory drydock examination prior to carrying passengers. 46 CFR 176.600 (c) (1)

A pre-engineered fixed gas fire extinguishing system must must have a light to indicate discharge at the operating station. The vessel cannot reset the light indicating discharge of the Fireboy system in the engine compartment. Vessel must override the system to power the engine and operate the vessel rendering the firefighting system inoperable.

Provision must be made for closing all supply duct cowls or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. All closure devices must be readily available and mounted in the vicinity of the vent. The vessel did not have a means for closing ventilation openings for the engine compartment.

Vessels operating on limited coastwise routes must be provided with inflatable buoyant apparatus of an aggregate capacity that will accommodate at least 67% of the total number of persons permitted on board. Vessel did not have inflatable buoyant apparatus onboard. Vessel is restricted to 3NM.

A visual indicator must be provided at the operating station to indicate when any automatic bilge pump is operating. Vessel did not have a light at the operating station to indicate when the automatic bilge pump is operating in the forward bilge compartment.

Ships must be provided with a VHF radio installation capable of transmitting and receiving DSC on frequency 156.525 MHz (channel 70) and it must be able to initiate the transmission of distress alerts on channel 70 from position from which the ship is normally navigated. Vessel's MMSI number is not programmed into VHF radio.

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of the hull structure and its appurtenances, including the following: Inspection of all accessible parts of the exterior and interior hull, the watertight bulkheads, and weather decks. Marine Inspector found delamination on fiber reinforced plastic tabbing in the forward compartment along the collision bulkhead. Repair prior to credit drydock to the satisfaction of an attending USCG Marine Inspector.

A vessel of not more than 19.8 meters (65 feet), carrying no more than 12 passengers, with machinery powered by diesel fuel and a fuel system built in accordance with ABYC H-33 (incorporated by reference; see 46 CFR 175.600), will be considered as meeting the requirements of this section. ABYC H-33.10.4; Require fuel tank connections and fittings shall be readily accessible, or accessible through an access panel, port or hatch. Term "readily accessible" is defined in H-33.4.3; Readily accessible - Capable of being reached quickly and safely for effective use under emergency conditions without the use of tools. Shutoff valves for fuel tanks are in the engine room and require a crew member to enter the space to operate the valves, thus not meeting the definition of "readily accessible". Provide plans that demonstrate vessels fuel system was built iaw ABYC H-33, specifically with the fuel shutoff valves or arrange vessel so fuel tank shutoff valves meet 46 CFR 182.455(b)(4).

A vessel that is exposed to salt water more than 3 months in any 12 month period must undergo a dry dock examination and internal structural exam at least once every 2 years. Vessel failed to complete dry dock exam prior to 30JUN2022. Vessel must complete satisfactory dry dock exam prior to returning to service as an inspected small passenger vessel.

Life ring does not have reflective material on it. Provide proper Type II reflect tape and install properly.

Rotating pulleys and belt on FWD part of MDE are exposed and not protected by a guard to prevent entanglement. Provide guard to safe guard crew members moving around rotating machinery.

Due to COVID-19 circumstances beyond the control of the vessel, the vessel will need be reinspected to meet 46 CFR 176.500(b). Vessel is allowed 90 days to continue operations in accordance with the COI, and is required to make itself available for inspection prior to 07 JULY 20.
