Every tanker of 10,000 gross tonnage and upwards shall comply with the following: the main steering gear shall be so arranged that in the event of loss of steering, excluding the tiller, quadrant, or componantsserving the same purpose, or siezure of the ridder actuators, steering capability shall be regained in not more than 45s after the loss of one power actuating systems. PSCO witnessed emergency steering pump #1 would not respond from the emergency switchboard.
