The intent of this part is to insure that the scantlings,material,fastenings, workmanship and arrangement of each vessel are such as to provide for safe operation in accordance with the terms of its COI. Marine Inspector discovered multiple holes in the deck plates above the engine room allowing free access of water from the outside deck to the engine compartment. Vessel is restricted from operating until wasted deck plates are cropped and renewed to the satisfaction of a Coast Guard Marine Inspector. 46 CFR 177.01-5 701 C
