"Shipboard incinerator of the following substances shall be prohibited... Garbage, as defined by Annex V, containing more than traces of heavy metals". PSCO observed metal wastage in incinerator during engine room inspection. PSCO was informed oil filters were burned in incinerator. Manual does not state that heavy metals of any type can be burned. Provide objective evidence that filters the vessel is burning are IAW operational manual/MARPOL or update procedures to meet regulation.
