Repairs or alterations to the hull, that affect the safety of the vessel must not be made without the approval of the cognizant [name withheld] a recent inspection, a Marine Inspector identified delamination and cracking on the vessel's transom. Please submit a repair proposal and a detailed fiberglass layup schedule to remediate these structural deficiencies.

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. MI Observed 03 quarter size holes on the main deck near transom on STBD pontoon used to run wires through allowing water ingress. Observed holes on main deck near transom on Port Pontoon allowing water ingress. Both pontoons had approx. 8-10" of water above the bilge. 46 CFR 177.100

Each floating water light installed after March 11, 1997, on a vessel carrying only one ring buoy, must be attached to the lanyard with a corrosion-resistant clip. The clip must have a strength of at least 22.7 kilograms (50 pounds), and allow the waterlight to be quickly disconnected from the ring life buoy. MI Observed the life line missing corrosion-resistant clip on life line. 46 CFR 180.70(d)(3)

Except as otherwise allowed by this subpart, a vessel must comply with the structural design requirements of one of the standards listed below for the hull material of the vessel: Fiber reinforced plastic vessels: (1) Rules and Regulations for the Classification of Yachts and Small Craft, Lloyd’s; or (2) Rules for Building and Classing Reinforced Plastic Vessels, ABS. Vessel owner reported frp damage to stern of vessel during recent storm. Vessel restricted from carrying passengers until repairs have been made to the satisfaction of a Coast Guard Marine Inspector. 46 CFR 177.300 701 C

Deck rails must be designed and constructed to withstand a point load of 91 kilograms (200 pounds) applied at any point in any direction, and a uniform load of 74 kilograms per meter (50 pounds per foot) applied to the top rail in any direction. Repair loose passanger deck railings to provide adequate level of safety as required by 46 CFR 177.900(b)

Flexible hose may be used in fuel oil systems. The hoses on board are not approved and are dry rotting

Placards containing instruction for the donning and use of lifejackets aboard must be posted in conspicuous places. The donning placard aboard doesn't match the lifejackets onboard.
